And you could also write of the U.S.: "By choosing the Qualcomm technology [used nowhere else in the world] the [U.S.] government is predictably backing homegrown innovation at the risk of isolating the country."
So the U.S., too, is isolated at the moment: though Qualcomm is desperately trying to sell this technology to anybody else in the world, they have yet to succeed. Further, take-up in the U.S. has been so poor that Qualcomm is trying to sell their MediaFLO business or at least find a partner. Clearly they're not getting the return they wanted on that capital.
In cases such as this, where there is no world-wide standard (DVB-H, endorsed by the European Union, is as far as I'm aware the only standard actually in use by more than one country) it would make sense to worry less about the technology and more about the business side of the proposals, which were dramatically different.
